U.S. Treasury Secretary Scott Bessent faces another test of confidence on Wall Street after his third intervention to contain long-term bond yields failed to sustain the desired effect.

U.S. Treasury Secretary Scott Bessent faces another test of confidence on Wall Street after his third intervention to contain long-term bond yields failed to sustain the desired effect.
The yield on the 10-year Treasury rose to around 4.83%, while the 30-year bond returned to around 5.3%, virtually the same level seen before the Treasury expanded its buyback operations.
Washington had announced that it would increase the maximum amount of buybacks on certain long-term bonds from $2 billion to $4 billion. The measure is intended to improve liquidity and, by increasing demand for Treasuries, push yields lower.
The initial effect was positive: the 30-year yield fell by about 10 basis points. But the move quickly reversed.
The problem for Bessent is that buybacks can temporarily alter the supply of bonds, but they do not resolve the factors putting pressure on yields: fiscal deficits, inflation, heavy financing needs and a higher risk premium demanded by investors.
Mark Cabana, head of U.S. rates strategy at Bank of America, said the market had failed to sustain a significant decline in yields and that investors were demanding greater compensation to hold long-term debt.
Criticism has also reached Bessent's financial circle. Stanley Druckenmiller questioned whether buybacks could ultimately be used to influence bond prices, a function traditionally associated with the Federal Reserve.
Bessent says his objective is not to set interest rates but to improve the functioning of the market.
The strategy adds to other financial interventions undertaken during his tenure, including Treasury support for Argentina in 2025 and discussions surrounding pressure on the Japanese yen.
Meanwhile, the return of the 30-year bond yield toward 5.3% is again highlighting the limits of the strategy. The Treasury can buy bonds, but it is unlikely to change through that mechanism the fundamentals that determine how much it costs to finance the United States.
Discussion of a possible U.S. default, recently raised as a hypothetical scenario, reflects growing attention to the country's debt and fiscal accounts, but does not constitute a forecast of a default.
