En Suiza piden una regulación internacional para la IA como la de las armas nucleares.

En vista de la situación actual que vive el planeta con la irrupción de la Inteligencia Artificial/IA.

In view of the current situation facing the planet with the emergence of Artificial Intelligence/AI.

Y visto: que las empresas más poderosas del sector advierten sobre sus terribles peligros.
Sabiendo: que aún no existe regulación o control de tipo internacional sobre esta nueva tecnología; que al decir de sus creadores: 'puede matar a toda la humanidad en un plazo de 2 años';
Resulta menester: crear en forma urgente un organismo regulador de carácter internacional que actúe de manera similar que el Organismo Internacional de Energía Atómica.

Historia:
Si el mundo no voló por los aires desde 1945, es porque hubo líderes que aceptaron que debía hacerse un uso pacífico y responsable de la energía nuclear. Hoy estamos ante un desafío similar con la IA.

Por eso proponemos:
I) Crear un Organismo de Control de la IA con la misión central de promover el uso pacífico, seguro y protegido de la Inteligencia Artificial.
II) El Organismo velará por la seguridad y la protección contra abusos de la IA.
III) El Organismo debe procurar que la asistencia nuclear no sea utilizada con fines militares.
IV) El Organismo verificará que la IA se utilice para la paz, la salud, la educación y el cuidado del medio ambiente.
V) Su trabajo se desarrollará junto con los Estados miembros y otros socios internacionales.

PRESUPUESTO
El funcionamiento del Organismo de Control de la IA se financiará mediante distintos mecanismos presupuestarios.
Entre sus principales fuentes se encontrará el Fondo del Presupuesto Ordinario y el Fondo de Cooperación Técnica.
A estos recursos se sumarán fondos extrapresupuestarios provenientes de contribuciones voluntarias.
Los principales aportantes serán los Estados miembros.
Los estados financieros anuales se elaborarán conforme a las normas IPSAS y serán sometidos a auditorías externas.

DESARROLLO:
Las autoridades, sede y programas de desarrollo anual podrán discutirse en el momento oportuno que debe ser lo más rápido posible.
El tiempo es hoy.
Regular y controlar la Inteligencia Artificial puede salvarnos la vida y puede salvar al planeta.

And considering: that the most powerful companies in the sector warn about its terrible dangers.
Knowing: that there is still no international regulation or control over this new technology; that according to its creators: 'it can kill all of humanity within 2 years';
It is therefore necessary: to urgently create an international regulatory body that acts in a manner similar to the International Atomic Energy Agency.

History:
If the world has not blown itself apart since 1945, it is because there were leaders who accepted that nuclear energy should be used peacefully and responsibly. Today we face a similar challenge with AI.

That is why we propose:
I) Create an AI Control Organization with the central mission of promoting the peaceful, safe and protected use of Artificial Intelligence.
II) The Organization will safeguard security and protection against abuses of AI.
III) The Organization must ensure that nuclear assistance is not used for military purposes.
IV) The Organization will verify that AI is used for peace, health, education and environmental protection.
V) Its work will be carried out together with Member States and other international partners.

BUDGET
The operation of the AI Control Organization will be financed through different budgetary mechanisms.
Among its main sources will be the Regular Budget Fund and the Technical Cooperation Fund.
These resources will be supplemented by extrabudgetary funds from voluntary contributions.
The main contributors will be the Member States.
Annual financial statements will be prepared in accordance with IPSAS standards and will be subject to external audits.

DEVELOPMENT:
The authorities, headquarters and annual development programs may be discussed at the appropriate time, which should be as soon as possible.
The time is today.
Regulating and controlling Artificial Intelligence can save our lives and can save the planet.
