The invasion of Ceuta on July 30 and 31, marked by the mass arrival of people from Morocco, has resulted in 23 sexual assault cases under investigation, according to the latest figures reported by Spain's State Prosecutor's Office. Nine of the victims were minors between the ages of 14 and 17.
The Prosecutor's Office raised the number of reported cases to 23 on August 31, from 16 recorded only days earlier. Of those cases, five were classified as rape, while eight alleged perpetrators had been identified: four Moroccan nationals, three Spaniards and one Belgian national.
The figures relate to ongoing investigations and do not constitute judicial convictions.
The particular vulnerability of minors
The situation of minors is one of the most serious aspects of the crisis.
Spain's Attorney General, Teresa Peramato, warned at the end of August about the particular vulnerability of migrant minors who remained in Ceuta following the mass arrival.
The Prosecutor's Office said that most of the victims were women and that a significant proportion were minors.
The scale of the problem began to emerge during the first days of August. On August 8, a Ceuta court was already investigating six alleged sexual assaults involving people who had arrived in the city during the mass entry on July 30.
Medical assistance and judicial investigations subsequently led to the identification of additional possible cases.
On August 21, Spain's Civil Guard arrested a Moroccan national who had arrived in Ceuta during the crisis on suspicion of sexually assaulting a 22-year-old migrant woman.
Nine minors treated at the Crisis Centre
The scale of the situation became clearer again on September 8, when Equality Minister Ana Redondo told the Senate that Ceuta's 24-hour Crisis Centre had assisted 12 women since the beginning of the crisis, nine of them minors.
The centre has 14 places for victims of sexual violence. One of the women was still staying there at the time of the minister's appearance.
The government also reported measures aimed at creating safe, separate spaces for women and girls, particularly those considered most vulnerable.
This is not bullying: it is sexual violence
For the World Bullying Without Borders Organization, these incidents must be distinguished from the bullying and cyberbullying cases normally monitored by the organization.
These are not cases of bullying or cyberbullying. They involve alleged sexual violence and serious sexual offences, some involving minors as victims.
The seriousness of the figures requires specific measures for the girls and adolescents who arrived in Ceuta during the invasion and who remain, or remained, in the city in a particularly vulnerable situation.
The priority must be to guarantee their protection, psychological and medical assistance, safe accommodation and effective access to justice, while investigating each individual complaint and establishing the corresponding responsibilities.
The social situation in Ceuta remains serious. Restoring social peace and security will require time, institutional coordination and concrete responses.
Girls and adolescents must be kept out of political disputes. Their protection must be an immediate priority.

La Fiscalía elevó el número de agresiones a 23 el 31 de agosto, frente a las 16 registradas pocos días antes. De los casos contabilizados, cinco fueron calificados como violaciones, mientras que hasta ese momento habían sido identificados ocho presuntos autores: cuatro de nacionalidad marroquí, tres españoles y uno belga.
Las cifras corresponden a investigaciones abiertas y no equivalen a condenas judiciales.
La especial vulnerabilidad de las menores
La situación de las menores constituye uno de los elementos más graves de la crisis.
La fiscal general del Estado, Teresa Peramato, había advertido a finales de agosto sobre la especial vulnerabilidad de las menores migrantes que permanecían en Ceuta después de la entrada masiva.
La Fiscalía señaló que la mayoría de las víctimas eran mujeres y que una parte significativa eran menores de edad.
La dimensión del problema comenzó a conocerse durante los primeros días de agosto. El 8 de agosto, un juzgado de Ceuta investigaba ya seis presuntas agresiones sexuales relacionadas con personas que habían llegado a la ciudad durante la entrada masiva del 30 de julio.

Nueve menores atendidas por el Centro de Crisis
La dimensión de la situación volvió a quedar reflejada este 8 de septiembre, cuando la ministra de Igualdad, Ana Redondo, informó en el Senado de que el Centro de Crisis 24 horas de Ceuta había atendido a 12 mujeres desde el comienzo de la crisis, nueve de ellas menores.
El centro dispone de 14 plazas destinadas a víctimas de violencia sexual. Una de las mujeres permanecía allí en el momento de la comparecencia.
El Gobierno también informó de medidas destinadas a crear espacios seguros y diferenciados para mujeres y niñas, especialmente para aquellas que presentan una situación de mayor vulnerabilidad.
No es bullying: es violencia sexual
Para la Organización Mundial Bullying Sin Fronteras, estos hechos deben diferenciarse de los casos de bullying y ciberbullying que habitualmente son objeto de seguimiento por la organización.
No estamos ante episodios de bullying o ciberbullying. Estamos ante presuntos delitos de violencia sexual, algunos de ellos con menores como víctimas.
La gravedad de los datos exige respuestas específicas para las niñas y adolescentes que llegaron a Ceuta durante la invasión y que permanecen o permanecieron en la ciudad en una situación de especial vulnerabilidad.
La prioridad debe ser garantizar su protección, asistencia psicológica y sanitaria, alojamiento seguro y acceso efectivo a la justicia, además de investigar cada denuncia individual y determinar las responsabilidades correspondientes.
La situación social en Ceuta continúa siendo grave. La recuperación de la paz social y de la seguridad de la población requiere tiempo, coordinación institucional y respuestas concretas.
Las niñas y adolescentes deben quedar fuera de cualquier disputa política. Su protección debe ser una prioridad inmediata.
